Then add the phone numbers and emails buried in the order spreadsheet you have been filling in since last year. For most small businesses in Indonesia, the answer is the same: a lot of contacts — but they only ever function as an archive. In reality, that list is the most valuable advertising asset you own, and most of it is left to gather dust.
The irony is that every time they advertise, many business owners start from scratch — paying to reach strangers who have never heard of the brand, while ignoring the thousands of people who have already bought from them or sent a message. What Is a Facebook Custom Audience?
A Custom Audience is a list of people you build yourself inside Ads Manager, based on data you already own. The difference from ordinary targeting — which relies on interests and demographics — is simple: a Custom Audience is made up of people who already have a relationship with your business.
There are several sources, but two matter most for SMBs:
- Customer list. A file of customer phone numbers and/or emails that you upload manually. This is the main focus of this guide.
- Meta sources. People who engage with your Instagram or Facebook account, video viewers, or website visitors (which requires the Meta Pixel).

Why Your Customer Database Is a Goldmine
There are two reasons an old contact list is far cheaper and more effective than chasing strangers:
- For retargeting. Someone who has already bought from you is far more likely to buy again than a first-time prospect. Offering repeat orders, new products, or loyalty promos to these people usually delivers a dramatically lower cost per sale.
- As a Lookalike seed. This is the most powerful part. From a list of real customers, Meta can go and find brand-new people whose traits resemble your best buyers. The quality of a Lookalike is decided by the quality of its seed — and the best seed is data from people who have actually paid you.
Have 2,000 buyer contacts? You can advertise a new product straight to them (retargeting) and, at the same time, use that same list as the mold for reaching a fresh pool of prospects.
What Data Can You Upload?
Meta matches your data against its own user accounts. The more data types you include, the higher the chance of a match — your match rate. The fields Indonesian SMBs use most:
- Phone numbers. The most relevant field for the Indonesian market, because nearly everyone registers for Facebook and Instagram with a mobile number.
- Email. Useful if you collect it from forms, marketplaces, or a newsletter.
- First and last name, city, postal code. Supporting fields that strengthen the match.
Get the phone format right. Write each number with the country code, no plus sign and no leading zero. For example, 0812-3456-7890 becomes 6281234567890. Messy number formatting is the number-one cause of a low match rate.
How to Build a Custom Audience From Your Database
- Clean up the file first. Pull contacts from WhatsApp Business, your order records, and marketplaces into one Excel or CSV file. Create separate columns for phone, email, name, and city. Standardize the number format (61xxx) and remove duplicates.
- Open Audiences. In Meta Ads Manager, go to the Audiences menu, click Create Audience, choose Custom Audience, then Customer list.
- Upload and map the columns. Upload your CSV. Meta will ask you to map each column (which one is phone, email, name). Double-check the mapping before you continue.
- Name it and save. Give it a clear name, such as “Buyers 2025 — All.” Click save, then wait for matching to finish — anywhere from about 30 minutes to a few hours.
Once it’s ready, the audience can be used in new campaigns or as the base for a Lookalike.
How Many Contacts Do You Actually Need?
A rough guide: of 1,000 numbers you upload, typically only a portion will match — say 500 to 700 contacts — because not every number is tied to an active account. This is normal, so don’t be alarmed when the count shrinks.
The rules of thumb:
- For direct retargeting, an audience of just a few hundred people is enough to run.
- For building a Lookalike, aim for a seed of at least around 1,000 matched contacts so the algorithm has a strong enough pattern to learn from. The larger and higher quality the list (real buyers, not just people who once messaged you), the better.

1. Retarget Repeat-Order Offers
Show a dedicated ad to existing customers: a new product, a bundle, or a “members only” discount. Because they already trust you, the ad spend is efficient. A monthly budget of Rp1,000,000 pointed only at this audience often produces more sales than the same budget spent on a cold audience.
2. Exclusion to Save Budget
Custom Audiences can also be used to exclude. When you run an acquisition campaign for new customers, exclude your “Buyers 2025” list so the ad doesn’t waste money targeting people who have already purchased. Your ad money then stays focused on fresh prospects.
3. A Lookalike Base for Scaling
Click your audience, choose Create Lookalike, set the country to Indonesia, and start at a size of 1%. Meta will go find new prospects who most closely resemble your customers. It’s the healthiest way to scale spending without targeting blindly.
Privacy Rules You Must Follow
Because you are uploading other people’s data, some responsibilities come with it:
- Use data you collected legitimately yourself from customer transactions or interactions. Never use purchased databases or scraped lists — that violates Meta’s policy and puts your ad account at risk.
- Make sure customers know their data may be used for marketing. A short line in your privacy note or at the point of purchase keeps you transparent and compliant.
